A record of solving problems and leading on issues important to Napa
Many talk about leadership while few lead. Mark is a courageous leader. When a stream side setback ordinance was proposed that would have damaged the rights of many property owners, Mark was one of only two elected officials in the entire county to oppose it. You, the public, agreed and defeated it with over 60% of the vote. However, when the Measure A "takings" initiative proposed that any restriction imposed by the county would require compensation, Mark led the charge to oppose it as it would have severely undermined our land use protections. Once again, you the public agreed and defeated it with over 60% of the vote. Mark was also the spokesman for the initiative that created our Parks and Open Space District and for the effort to raise the hotel tax to help pay for it. with social service non-profits, and encouraging a strong economy are some of the less visible but important issues where Mark has also been a valued leader. When most cities and counties are struggling, Napa County has been an example of how to do local government well. It was no accident. His leadership is appreciated by those who know him best as demonstrated by Mark's previous election as President of the Association of Bay Area Governments by the 101 Bay Area cities and counties that make up ABAG .
